The Patient Liaison Coordination Program of the USAHC-Vicenza host nation network of hospitals and clinics maintains an office space at the Vicenza City Hospital (Ospedale San Bortolo) and is operational on a 24/7/365 basis. Hours and rotating shifts are contingent upon the needs of the community. The incumbent ensures complete and timely liaison between the US and Host Nation (HN) Medical Treatment Facilities (MTFs) and other US Government agencies IAW MEDCOM standards.
Provides assistance and coordinates support to US beneficiaries receiving inpatient, scheduled outpatient and emergency care at the Vicenza city hospital, to include remote assistance for patients accessing other host nation MTFs. On the basis of multiple daily visits of US beneficiaries hospitalized in host nation MTF, determines in coordination with the appropriate medical professionals, the prioritization of medical/administrative assistance by considering the initial diagnosis, estimated length of hospital stay and other related information reported for each individual case. Independently collects relevant medical documentation (including physical examination, Past Medical History (PMH), History of Patient Illness (HPI), Surgical History (SHx), diagnosis, treatment and diagnostic reports, etc.).Visits beneficiaries; assesses and interprets their concerns to determine specific needs for assistance and help, which may be influenced by such factors as individual's social situation; family ties; and other implications and consequences. Determines which actions are required to improve the patient's physical and emotional wellbeing ranging from simple informational or translating/interpreting activities, to identifying and obtaining the full range of necessary support and assistance from appropriate institutions (US and HN) and the involvement of medical or social service professionals. Plans or assists in planning the discharge of patients from host nation MTF, assessing associated needs for logistical, medical and administrative actions. Coordinates program services with host nation MTF staffs (may include those providing significant outpatient and inpatient services to US beneficiaries). Communicates the patients' status and pertinent findings to the patient PCM team and RMO in order to facilitate the continuity of the care. Provides on the spot verbal translation in a three-way conversation with the Emergency Service staff (dedicated Ambulance line) for incoming calls by critical patients. Maintains a database on outpatient, inpatient, Emergency Room (ER) encounters and postponed ER care. Conducts surveys to assess patient's degree of satisfaction with care received at the HN facilities and develops plans to resolve issues reported in order to maximize all aspects of care received.
Provides support to manage all inpatient, outpatient and ER encounters implementing linguistic and technical fluency to convey patient concerns, symptoms and issues to HN medical staff and, in a bidirectional manner, explains the outcome of all diagnostic and therapeutic findings to the patient. Ensures complete understanding of all aspects of care received and of all pertinent recommendations made. Without any technical supervision/review, the incumbent prepares and provides the patient a Discharge Summary Plan. The incumbent idiomatically interprets/translates material, principally technical but sometimes non-technical in nature from Italian to English language and vice-versa. This material comprises a wide variety of Idiomatic oral and written translations of the above-mentioned subject areas are mostly provided on-the-spot without direct supervision/review. The incumbent is responsible for ensuring digital storage in the Army's Electronic Health Record.
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Diploma di Laurea Magistrale/Specialistica, education must be directly related to the occupation.
NOTE: Incumbent is required to understand and speak English fluently; understand difficult English instructions and directions; both oral and written and use the English language frequently in complicated discussion.
Flu shots are recommended but not required.

-Position requires rotating shifts scheduled to maintain the service operational on a 24/7/365 basis and may require on-call duty outside of the regular duty hours such as, but not limited to evenings/nights, weekends and holidays. Hours and rotating shifts are contingent upon the needs of the community.
-Position may require operating a motor vehicle.
-Position requires knowledge of the Italian and English language to render precise, accurate, idiomatic and correct translations (oral and written) and the use of a wide range of very difficult technical (medical) and non-technical vocabulary.
-Position involves daily interaction with Host Nation medical and administrative personnel and US providers and requires proper understanding of all social, cultural and professional customs to establish and maintain professional relationships for successful interaction.
-Position requires ability to manage cases of extreme hardship to include aggressive and non-adherent patients, sexual assault, life threatening trauma (amputations and other SPECAT trauma), attempted suicide/suicide and homicide, infant/neonatal death and various other emergencies. The incumbent must be able to perform in all hospital areas.
-Due to the vast work environment, the incumbent must be able to walk/stand for an extended number of hours in order to assist all beneficiaries receiving care in the various hospital areas. Must also be able to adhere to shift work involving nights and irregular work patterns.
-The incumbent is required to possess adequate skills in the area of computer literacy involving basic document management and Microsoft Office programs (WORD, EXCEL, OUTLOOK) and basic IT skills. Accomplished typing experience is required.
