Hauptaufgaben

Serves as a Logistics Program Manager with responsibility for training, consolidating, reviewing, analyzing, validating, coordinating, and documenting Korean Service Corps (KSC)/Wartime Host Nation Support (WHNS)/Mutual Logistics Support Agreement (MLSA) requirements, records, reports, and other pertinent data associated with yearly milestone events and submission processes to include Noncombatant Evacuation Operations (NEO), Reception, Staging, Onward Movement (RSO), and sustainment of forces. Plans, attends and/or participates in major exercises, rehearsal of concept (ROC) drills, and training. Acts as point of contact and interfaces between the USFK, Eighth Army (8A), major subordinate commands (MSCs), armistice/wartime KSC companies, and ROK agencies/personnel for KSC/WHNS/MLSA requirements collection, validation, and related planning activities. Manages battle rhythm for current and upcoming KSC/WHNS/MLSA operations. Maintains continuity of 19th ESC's KSC/WHNS/MLSA requirements, standards of practice, and legacy systems. Assists with Host Nation Support requirements associated with contingency operational plan missions. Compiles and coordinates the ROK logistics briefings for the 19th ESC DMC, 19th ESC Commander and ROK Field Armies. Coordinates and participates in 19th ESC and higher headquarters exercises to evaluate 19th ESC KSC and WHNS readiness and identify shortfalls. Integrates KSC and WHNS into exercise planning processes. Performs as one of the primary MLSA action officer in 19th ESC DMC. Advises both ROK and the US Armies if MLSA is required for support. Provides any assistance as required. Serves as the project officer for annual KSC company requirements submission. Reviews, analyzes, evaluates, manages and recommends changes to 19th ESC KSC/WHNS Modification Tables of Organization and Equipment (MTOEs) and Table of Distribution and Allowances (TDA). Performs a variety of functions as the Assistant 19th ESC HNS Branch Logistics Manager/Coordinator. Thoroughly understands all available ROK host nation support programs including the WHNS program (USFK Regulation 550-52, 8A WHNS SOP, 19th ESC WHNS SOP, ROK WHNS Policies and Procedures), Wartime Movement Plan, KSC Program, Wartime Critical Contract, and USFK/8A/19th ESC OPLAN/CONPLAN/Supporting Plan to effectively identify logistics shortfalls, establish mitigations, and provide sound guidance, advice and recommendations at the 19th ESC level. Establishes relationships with ROK POCs (military and local agencies) and create a network map to activate/request support for unforeseen requirements. Works with subordinate unit WHNS coordinators to analyze WHNS records and only maintain valid Army records in the WHNS Database. Collects and consolidates WHNS submissions biennially to be submitted to 8A and USFK J49. Approves/disapproves subordinate unit WHNS submissions based on validity. Serves as technical expert and principal advisor for twelve-functional areas included in the WHNS agreement: Engineering, Transportation, Personnel, Communications, Medical, Supply, Field Services, Ammunition, Maintenance, Security, Petroleum and NBC. Performs other duties as assigned.
