Hauptaufgaben

Incumbent provides legal assistance services in support of the Foreign Criminal Jurisdiction Program. Coordinates judicial and non-judicial actions with local law enforcement official and judicial authorities in resolving issues of criminal jurisdiction under the NATO SOFA. Performs a range of duties related to criminal cases involving US Army and USAF personnel. Contacts Prosecutors, Judge for the Preliminary Investigation. When the Italian jurisdiction is not granted, contacts Vicenza and Aviano Paralegal Specialists for the approval of funds and then contacts Italian attorneys who will be appointed to represent and defend soldiers/airmen. Works and coordinates with the Italian attorney during the progress of the case, obtaining and developing further evidence and exhibits, providing administrative assistance and maintaining custody of documents and files. Provides information and support to US soldiers/airmen in pre- and post-trial confinement in Italian jails. Attends and monitors criminal proceedings in Italian court, take notes of the proceedings and summarizes accurately for the Trial Observer's Report. Verifies and translates legal citations checking the Articles of the Italian Penal Code and the equivalent punishments. Provides support to the Command Judge Advocate in legal assistance matters by researching, translating and explaining Italian law and procedures. Interviews and gathers information from clients and advises clients of Italian regulatory requirements for routine administrative action such as obtaining marriage documents, enrolling children in host nation schools, tenant-landlord issue. Help customers to prepare appeals for traffic violation tickets and then contacts the Judge of Peace to check if the appeal has been docketed or if they require more evidence. Explains legal consequences of proposed appeals and actions and liaises with host nation officials on behalf of client for administrative actions. In case of major problems, determines what facts are legally significant for attorney's information and gathers facts and additional background information from clients. Acts as translator between attorney and Italian speaking clients. Supports clients in obtaining certified documents by comparing copies to originals. Ensures that original is not falsified and prepares and refers documents to attorney for certification. Drafts and prepares a variety of legal documents including general and special power of attorneys, separation agreements, bill of sale, promissory notes, affidavits, living wills and simple wills, using proper legal terminology. Keeps the Client Information System updated daily. Maintains logs of statistical data and information as directed by the CJA. Interviews clients and identifies the problems, schedules appointments with lawyers, ensuring client has necessary fact sheets and questionnaire. Maintains client's intake cards, client files, and legal reference materials.

NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.

Qualifikationsanforderungen

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.

EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience, equivalent to at least the UA-04 grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule Qualification Standards" published by U.S Office of Personnel Management.
