NOTE: This is a trainee position, target UA-01. Position will be filled at the UA-02 grade level. Incumbent may be promoted non-competitively to the UA-01
grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon
recommendation of the supervisor.

Hauptaufgaben

Incumbent plans, develops, coordinates and executes environmental programs. Assignments pertain to one or more of the following environmental programs. Conducts on-site evaluations of known and suspected contaminated sites, and provides professional environmental management guidance and consultation. Ensures implementation of internal and external Environmental Performance Assessment System and Environmental Attends meetings and briefings to create and maintain an environmental awareness and ethic among affected units. Identifies environmental training and professional development needs for appropriate personnel assigned within the USAG Vicenza and supports environmental training programs executed by IMCOM-E. Leads unit training as it relates to the the environmental program areas responsible for. Participates in U.S./Host Nation environmental working group meetings, including the Environmental Quality Control Committee. Participates in conferences and meetings with representatives of IMCOM-E, Host Nation, DA/DOD, other USAG, as well as concerned private parties, on matters pertaining to environmental programs for which the incumbent manages or has oversight. Identifies and assists in solving environmental issues. Represents USAG Vicenza DPW ED at meetings, conferences, training, and briefings with departments, tenant commands, other DoD serviced activities, contractors, and the local community. Identifies and provides corrective action direction on natural resource management deficiencies. Develops improved plans, measures and applications for the utilization, conservation and development of natural resources at the installation. Develops specifications, standards, instructions and policies for natural resources management, and provides professional and technical advice and guidance. Maintains awareness of current and emerging environmental regulations and policies; monitors impact on operations and advises the Chief, Environmental Division accordingly. Keeps abreast of progress made by other agencies and private industry in the field of environmental management and of changes in U.S. and Host Nation federal environmental laws and regulations. Informs the Chief, Environmental Division of issues of imminent or actual noncompliance with regulatory requirements, and/or imminent threats to human health or the environment. Advises on issues of a controversial or critical nature to the Chief, Environmental Division in a timely manner. Reviews plans, projects and proposed actions for environmental impacts prior to execution; identifies and recommends mitigation measures as needed. Oversees and manages special studies and projects related to programs administered. Periodically inspects community areas and facilities for compliance with environmental regulations. Maintains a current technical reference library of materials relating to environmental programs for which responsible. This involves the review of regulations, standards, policies, preparation of operating guidance, interpretation of Italian/European Community environmental laws and regulations, acting as an advisor to the Environmental Director, and liaison between the Italian Base Commander, Italian regulatory agencies and local government offices, or the local community. Conducts studies and surveys on various aspects of environmental protection in accordance with established Garrison policies and procedures. Identifies deficiencies, recommends alternatives most feasible for implementation and coordinates corrective actions. Utilizes techniques of engineering technology, employs concepts of various physical sciences and mathematics, adheres to sound environmental principles, ensures compliance with FSG, and conforms to command directives. Submits, via web, quarterly Environmental Quality data reports. Reviews, and processes reports, plans, and projects on environmental programs or projects managed. Determines the reasonableness of cost estimates, adequacy of plans and technical procedures, conformance to prescribed policies and regulations. Reviews projects and plans, specifications, and contracts for technical sufficiency and adequacy for all facets of environmental management and attendant issues therein. Provides recommendations for approval, disapproval, or corrective actions that fully support the decision process by either the Division Chief or the Director. Is responsible for furnishing technical assistance to the contracting officer for work involving environmental protection measures ensuring compliance with the technical requirements of the contract; assuring receipt of all deliverables, inspecting and accepting, services required under the contract; and maintaining detailed records of contractor performance. Certifies invoices and receiving reports; refers all contractor disagreements/deficiencies in writing to the contracting office for resolution.

Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.

Qualifikationsanforderungen

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as
summarized below.  

EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the U-03 grade level. Specialized
experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the
position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Education may be substituted for experience in accordance with the "General Schedule
Qualification Standards" published by U.S Office of Personnel Management.
