Hauptaufgaben

Serve as the primary analyst and supervisor for the Medical Expense and Performance Reporting System (MEPRS) at Landstuhl Regional Medical Center (LRMC), Landstuhl, Germany. Supervise and plan work for the MEPRS Branch, which includes two MEPRS Analysts and two Technicians. Establish program objectives, milestone dates, and assignment of work, and assist Higher Headquarters by serving as a Beta site for software acceptance testing and resolving technical issues. Serve as the medical center's (MEDCEN) subject matter authority on the MEPRS systems, to include all subsystems. Adapt and conduct health care analysis from the other health care systems, i.e. Composite Health Care System (CHCS), MEPRS Early Warning and Control System (MEWACS), Ambulatory Data Module (ADM), Medical Health System (MHS) Data Repository (M2). Serve as both the Systems Administrator and Information Systems Security Officer for all of the MEPRS systems and Project Officer for all MEPRS software/hardware upgrades and deployments, such as the Defense Medical Human Resources System internet (DMHRSi) and the Expense Assignment System, Version internet (EASi). Compile, consolidate, review, analyze, and submit all finalized MEPRS reports, providing information on expenses, obligations, workload, and manpower utilization for the Medical Center MEDCEN, Dental Command (DENTAC), and Public Health Commands. Evaluate data submitted for consistency with historical data, deviations from established mean costs, and distortions in performance factor costs, productivity, workload and cost trends. Serve on the Medical Treatment Facility (MTF) Data Quality Team and attend monthly Data Quality Committee meetings. Attend MTF Space Utilization Committee meetings as necessary.

Conduct complex analysis/studies as requested by Higher Headquarters, Command Staff, Chief, Resource Management Division, other key personnel within the facility, and outside agencies, i.e., civilian hospitals, government contractors. Perform or direct in-depth analysis of product lines reflecting utilization rates, productivity, bed day utilization, trend analysis, and cost effectiveness for the command. Develop plans, and conduct analysis designed to identify, capture and accurately evaluate all known and hidden resource requirements, cost comparison of all viable options, availability of resources, and appropriateness of conclusions/recommendations and interpreting a multitude of diverse regulatory guidelines. Coordinate formal and informal discussion/negotiation sessions and direct necessary modifications to previous conclusions, if necessary. Document outcomes of cost analysis to support recommendations/conclusions. Prepare external correspondence and other local correspondence to inform all affected parties of the documented outcomes, cost analysis, and interpretation of policy and procedures. Oversee centralized in/out-processing for all personnel for the MEDCEN, and DENTAC Services.

Serve as Data Quality Analyst for the MEPRS Program. Audit and analyze data integrity for all MHS that interface with EASi and impact on the MEPRS office. Coordinate problem resolutions, software/hardware issues, and system integrity with System Managers and designated personnel. Consult with health care providers and other hospital staff to evaluate data integrity and potential problem areas. Evaluate performance of content analysis to determine validity of the program and probable problem areas in order to recommend appropriate action. Conduct evaluative analysis and prepare studies/reports and provide recommendations for corrective action. Stay abreast of emerging and existing trends in health care, managed care, technology and medical practice, and reimbursement trends. Provide information on data quality processes and techniques to MTF personnel. Facilitate data quality assessments between various clinical and supportive functional areas of the MTF. Identify poor data quality practices and quantify the impact on patient care and costs. Maintain liaison with other Army, Air Force, and Navy MTFs/MEDCENS, Regional Health Command Europe (RHCE), and MEDCOM. Support the MTF Data Quality Manager with the MEPRS management processes of the MTF.

As the Systems Administrator and Information Systems Security Officer for all MEPRS systems, responsible for all automated inputs to the MEPRS system and subsystems, and resolving problems in data collection from outside systems such as General Fund Enterprise Business System (GFEBS), Defense Civilian Personnel Data System (DCPDS), Ambulatory Data Module (ADM), Defense Medical Logistics Standard Support (DMLSS), and Armed Forces Health Longitudinal Technology Application (AHLTA)/CHCS, as applicable to the MEPRS System. Review software changes and redesigned systems and subsystems, providing comments directly to the MEDCOM/DHA MEPRS Division, Electronic Data Systems (EDS), DHA Service Center, RHCE, TRICARE Area Office, and other external agencies. Serve as the MTF Project Officer for all MEPRS systems software/hardware upgrades and deployments. Ensure continuous operation of the MEPRS computer systems and subsystems. Use knowledge of automated system and operating guidance in order to minimize interruption of service. Coordinate with higher headquarters to correct unusual hardware and software malfunctions. Responsible for the operation of the MEPRS multi-user computer system, to include systems monitoring, file merges, daily and monthly system backups and recovery procedures, and diagnostic maintenance. Control and manage the generation, issuance, and deletion of system passwords for users. Coordinate and ensure maximum usage of the system to include resolution of customers problems. Revise functional procedure documents and manuals to identify changes in daily operations. Train personnel in both the functional and technical MEPRS operations, to include software/hardware maintenance. Train personnel in peripheral (terminal and printer) operations. When needed, serve as Alpha or Beta Test Site for MEPRS software upgrades.

Supervise two MEPRS Analyst and two Technicians. Assign tasks in terms of priorities, objectives, and deadlines to meet the missions of the MEDCEN. Organize manpower and equipment into an effective and economical organization; determine and plan work to be accomplished by employees. Assign tasks based on priorities, employees' specialized skills, knowledge, capabilities and the difficulty and requirements of assignments. Provide instruction on new or revised policies, procedures for assigned programs and projects. Review final work products and accept, amend, or reject the work. Give advice, counsel, or instruction to employees on both work and administrative matters. Establish performance standards and evaluate employee's performance. Interview candidates; recommend appointment, promotion, or reassignment. Administer leave, hear and resolve complaints of employees and effect disciplinary action in accordance with established policies and regulations. Identify developmental and training needs for employees and provide or make recommendations for such development and training.

C-6a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 4 years of experience as defined in B below.
E&T Level III: 3 years of creditable experience as defined in B below.
E&T Level IV: 2 years of creditable experience as defined in B below.
E&T Level V: 1 year of creditable experience as defined in B below.

C-7:

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.

Experience C: Professional work at a high level of responsibility in a difficult and closely related professional field that is in the same line of work to the position to be filled. The experience must demonstrate thorough knowledge, sound judgment, personal initiative, and the ability to make sound decisions.

Position may be filled at the C-6A or C7 (the full performance level). Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.

THIS CONCERNS ALL EXTERNAL APPLICANTS:

We recommend ensuring at the time of application that at least two of these documents are available or requested.

* Foreign National Screening (Sicherheitsüberprüfung): In accordance with U.S. Army Europe Regulation 604-1, within three days after appointment, a background check will be initiated to determine suitability for continued employment with the U. S. Forces in Germany. If results are unacceptable, employment will be terminated during the probationary period, or any time thereafter, if the background checks reveal that the employee constitutes a security risk.
