Position performs under general supervision of the Chief, Work Management Branch, who provides broad outlines as to objectives and results desired. Independently develops outlines to obtain desired management results, initiating action on all matters in area of assignment and referring to supervisor those matters that effect programs or projects outside the branch's jurisdiction or those that require high echelon interpretation or formulation of policy. Supervisor is available to discuss matters likely to generate significant controversy or interest, or indicate need for significant redirection of program. Technical recommendations and decisions are accepted as accurate and adequate. Available guidelines consist of verbal and written direction from local management, HQ, IMCOM-E, policy guidance from HQDA and standard/local planning and estimating manuals. The incumbent is expected to manage the assigned duties independently, receiving broad outlines from the supervisor on objectives and results desired and from DHR personnel who provides staff planning, programming and supervision. Review of work is accomplished through informal discussions, conferences, consultations, reports, and occasional spot-check of the branch's activities.
Planning-Estimating. Incumbent provides inspection of sites for proposed work to determine physical conditions and obtain basic data necessary for planning and estimating major engineering or design work. Applies profound knowledge and skills gained through practical experience in the construction trades and crafts, applies a broad working knowledge of applicable repair and maintenance techniques to: (1) prepare cost estimates for repair, maintenance and modification of facilities performed by in-house personnel (2) perform project development work for short form contracts not exceeding $25,000; (3) conduct facility component inspections required by the cyclic Installation Status Report (ISR); and (4) operate a computer linked data entry and retrieval terminal. Discusses proposed work with the using activity to ensure requirements will be satisfied using the most economical solution. Responsible for, the planning of jobs in operational sequence by work elements and crafts so that work may proceed in a logical manner from start to completion. This work is accomplished by applying conventional, well-established engineering practices utilizing guides and precedents, which are generally applicable to the particular assignments. The WINEST and GFEBS system is highly utilized. Assignments differ from available precedents to relatively minor respects but require the application of judgment, initiative, resourcefulness and knowledge based on experience.
Facility Inspection. Responsible for facility condition inspections of all real property facilities and updating of assets database to provide total list of RPMA deficiencies and dollars required to correct these deficiencies. As a member of a team or alone, conducts facility component inspections of buildings, structures, interior and exterior electrical, mechanical systems and equipment, plumbing deficiencies, or any other repairs required based on the building conditions. Records number of respective components, type, model, make, age, capacities, characteristics and other data/information available in order to properly describe the components and the condition. Visually inspect components to determine condition and indication of damages; test components for proper functioning and assigns appropriate condition code (one out of three) identifying valid maintenance and repair requirements. Insures that requirements determined are incorporated for planning, programming and accomplishment. Develops preliminary deficiency cost estimates for maintenance and repair work of the respective component using experience gained on the job and/or available historical data or appropriate cost estimating standards, catalogues and price lists. Prepares manpower and material estimates using engineering performance standards where applicable, and, by extension or extrapolation, develops local standards where Army-wide standards are not available in forecasting of labor, equipment, and material requirements for individual job orders and standing operation orders. Assigns the various components to be inspected by his personnel.
Prepares cost estimates. Prepares detailed cost estimates of labor, material and equipment costs from brief statements of work requests and form design or working plans. Collects additional information through personal observation/inspection at the job site and/or through coordination with the requestor. Insures that detailed estimates include all elements of costs involved in completion of work. Prepares sketches reflecting and working details and compiles lists of material. Interprets plans and sketches contained in detailed estimates for shop foremen, and works out details of modifications or additional work and recommends proper sequence of operations. Sets priorities of individual jobs and recommends that they are executed by contractor if local resources are determined to be inadequate to meet all work requirements. Prepares material requirements and labor cost estimates in compliance with organizational policies and procedures, insuring that material lists reflect recommended substitutes for "hard-to-get" items. Coordinates with shop foremen and supply coordinator when doubt exists as to material requirements for special projects. Insures that estimates of man-hours required for individual jobs are based on considerations of method of work, conditions prevailing, permanency of structures, location of work, urgency of requirement, and the like. Reviews changes to job orders for which estimates had previously been made in order to make adjustments. Reviews completed job cost records to compare and analyze expended man-hours and material costs with estimated costs to determine accuracy of estimate or the reason for variance. Develops work measurement standards based on data accumulated from such analyses.
Performs the In-House Work Scheduling function for work orders from the time they are approved through work accomplishment. Maintains data in SharePoint, GFEBS, and other systems. Prepares periodic reports as required or assigned. Coordinates with customer, shops, and other installation or Host Nation activities. Conducts scheduling meetings as required or assigned. Operates an automatic data processing terminal combined with automatic word processing equipment. Uses alphabetical and numerical keyboard as well as, prescribed codes, commands and symbols to transcribe data and information from a variety of source documents. Examines source documents or instruction sheets to determine information to be transcribed and applicable program. Corrects obvious errors and/or consults originator to verify correctness. Assures correctness and completeness of data/information entered into the system. Retrieves data/information either on the screen or from printer. Utilizes typical Microsoft software applications (Word, Outlook, Visio, Power Point, Excel, etc.) as well as Explorer, SharePoint, WINEST, ISR and GFEBS.

E&T Level IVB and IVC: A Meister Diploma or Staatlich gepruefter Techniker in a trades or crafts field directly related to the position; PLUS 1 year of job related experience as defined below.

E&T Level V: Graduation from a University or equivalent, e.g., Fachhochschule, the Berufsakademie,or Technische Hochschule as Wirtschaftsingenieur, Ingenieur des Maschinenwesens, der Elekrotechnik oder des Bauwesens; no additional experience required.
Job Related Experience: Experience must be directly related to the area of specialization of the position and must be at a level of difficulty that compares to the grade of the position. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods and precedents is a prerequisite, e.g., experience as a technician, instructor, inspector, or mechanic that shows progression in theoretical and practical knowledge of the area of specialization of the position.
